S <br />• • <br />EXHIBIT C AND D <br />Mining And Reclamation Plan <br />BACHUS PIT <br />(proposed dirt borrow site) <br />This mining operation will be limited in scope with an estimated <br />life. Therefore, the excavation will be approached with the idea <br />the amount of surface area to be disturbed at any given time. <br />The proposed plan of operation for this site is as follows: <br />10 year mine <br />of limiting <br />1. The native brush will be removed from the west 4 acres of the site. <br />2. Topsoil will be stripped to a depth of 0.5 foot to 1 foot on the west <br />3 acres and will be stockpiled on the acre lying to the east of the <br />west 3 acres. <br />3. Dirt will be excavated from the west 3 acres as per demand, <br />the depth of excavation will be controlled by ground water elevation, <br />with excavation stopping 2 feet above the ground water. It is <br />estimated that the excavation will be to a depth of 12 feet. <br />4. The sides of the pit will be excavated on a 3:1 slope or flatter <br />with survey control being provided by applicant to assure slope <br />grades. <br />5. After the west 3 acres has been excavated to final depth, the <br />stockpiled topsoil will be used to reclaim the 3 acres, the <br />middle 3 acres will be debrushed and the topsoil removed and <br />and stockpiled on the west 3 acres. The west 3 acres <br />will be reseeded at this time. <br />6. This procedure will be repeated until the east 3 acres has been <br />excavated at which time the topsoil will be used to reclaim the <br />east 3 acres. <br />7. The site will be reseeded according to the recommendation of Soil <br />Conservation Service, as per the attached letter, or as per their <br />recommendation at the time of reclamation. <br />8. Mining activity will cease. <br />A road will be built to the site as shown on the Map in Exhibit E. The road <br />will occupy 1.00 acres and when coupled with the area for the application is <br />less than 10 acres, meeting the requirements for a 110(d) permit. <br />There will not be any toxic or hazardous by-products from this operation. <br />This site will be reclaimed as part of the mining operation, with the side <br />slopes being established during excavation and with topsoil being replaced as <br />part of the mining operation. It is estimated that at no time will more than 6 <br />acres of the site be disturbed without being reclaimed. <br />
