Prior to detailed submission review before the Board, the <br /> applicant shall submit information addressing fire protection <br /> on the existing mine site. <br />6. Sewage disposal on the mine site shall comply with County <br /> Sewage treatment regulations. <br />7. Air quality mitigation and drainage and erosion control plans <br /> for existing development shall be submitted by the applicant <br /> at Detailed Submission/Final Plat. <br />8. Improvements to lower Smuggler Mountain Road, the Mollie <br />Gibson park and the southeast access road shall be subject to <br />Environmental Hazard and Scenic Overlay review at Detailed <br />Submission. A drainage plan, trail, curb, gutter and sidewalk <br />design for the roads shall be submitted for review. Prior to <br />road construction and improvements, the applicant shall be <br />required to obtain a road permit from the County Engineer. <br />Prior to commencement of Park improvements, the applicant <br />shall obtain an earthmoving permit from the Building <br />Department. <br />9. A park improvements plan, including proposed grading, erosion <br />control, and a landscaping plan for the Mollie Gibson parcel <br />shall be submitted for review at Detailed Submission. <br />10. A fugitive dust control plan for construction of the Mollie <br />Gibson Part. and Road shall be submitted at Detailed <br />Submission. <br />11. At Detailed Submission, the applicant shall provide a cost <br />estimate for proposed park and road improvements on public <br />lands. The applicant shall provide financial security in a <br />form acceptable to the County Attorney to ensure satisfactory <br />completion of the improvements. <br />12. A comprehensive drainage and erosion control plan for the <br />existing mining uses on the site shall be provided by the <br />applicant at Detailed Submission. <br />
