<br /> <br />Adequacy Issues <br />Stone Gravel Pit <br />3 <br /> <br />December 17, 1997 <br />Permit No. M-97-089 <br />6. Drainage Control Berms -Reclamation Plan indicates that a 3' earthen berm shall be <br />constructed along the east and north borders of each reclaimed extraction unit, to control <br />surface drainage and contain sediment. Reclamation Pian suggests that the 3' berms shall <br />remain as permanent control structures. However, the berms are not shown on the <br />Reclamation Plan Map. <br />Please clarify the dimensions (width, height, side slope) of the sediment containment <br />berms and clarify whether the drainage control berms are permanent or removed during <br />final reclamation for each extraction unit. If the drainage control berms are to remain as <br />permanent structures, please indicate their position and orientation on the Reclamation <br />Plan Map. <br />Additionally, DMG is concerned that the berms constructed along the north side of each <br />unit (oriented in E-W direction), will be trending downslope. Downslope orientation for <br />drainage control berms may concentrate drainage and encourage erosion. Pursuant to <br />Rules 3.1.5(3) and (10), and 3.1.6, DMG recommends that permanent drainage control <br />berms be oriented perpendicular to the final slope. <br />7. Groundwater - Exhibit G of the application, Water Information, indicates that mining <br />and/or reclamation operations are not expected to directly affect surface or groundwater <br />systems. Local citizen has submitted statement of concern, addressing potential impact to <br />their well. <br />Rule 3.1.6 requires that mining and reclamation operations be conducted in a manner <br />which minimizes disturbances to the prevailing hydrologic balance of the affected land and <br />of the surrounding area and to the quantity or quality of water in surface and groundwater <br />systems. Please demonstrate how applicant will conduct operations to ensure compliance <br />with Rule 3.1.6. <br />Groundwater Quantity -Applicant can demonstrate minimal impact to groundwater <br />quantity by verifying that groundwater will not be exposed by mining operations. <br />Information on depth to groundwater may be available from well logs from local <br />drilling operations, or Office of State Engineer, Division of Water Resources. Similar <br />information may have been recorded during the test pit excavations, conducted by <br />the applicant previously. Additionally, information may be available from operators <br />of previous adjacent permitted mining operations. <br /> <br />Groundwater Quality -Information on groundwater quality may be available from <br />local well logs, Office of State Engineer, or previous operators. <br />Applicant can minimize potential adverse impact to water quality, Rule 3.1.6, and <br />
