<br /> <br />Adequacy Issues <br />Stone Gravel Pit <br />2 <br /> <br />December 17, 1997 <br />Permit No. M-97-089 <br />affected land, DMG will require a notarized damage compensation agreement OR <br />appropriate engineering evaluation, required by Rule 6.4.19, for the following structures <br />located within 200' of the BLM access roads: County Road 21; County Road F; overhead <br />power lines located along CR-21 and CR-F; telephone lines located along CR-21 and CR-F; <br />and driveways, garages, storage buildings, dwellings, pump houses, fences, etc. <br />associated with properties owned by Bell, Emerson and Morris and within 200' of the north <br />and south BLM access roads (affected land). <br />Locations of north and south BLM access roads shown on attached map. <br />Please describe any improvements planned for the existing north and south BLM access <br />roads, necessary to support mining operations. If DMG determines that the improvements <br />represent a substantial upgrade, DMG will define the roads as affected land and require the <br />information described under Rule 6.4.19. <br />4. Mining Units -Mining Plan and Map indicate twelve extraction units, each <br />approximately 150' wide. Extraction operations commence at Unit I, located at the SW <br />corner of the permit area, and proceed north, approximately 150' for each unit, to Unit XII. <br />West boundary of each extraction unit is located approximately 150' east of the west <br />permit boundary. East boundary of each extraction unit is defined by the Mining Limits line <br />indicated on the Mining and Reclamation Plan Maps. Mining Plan and Map do not indicate <br />additional extraction units beyond Unit XII. <br />However, the Reclamation Plan Map indicates that extraction operations may continue <br />approximately 600' north of Unit XII. Please clarify whether the proposed operations may <br />include Units XIII, XIV, XV, and XVI, or will Unit XII be approximately 750' wide and <br />therefore deviate from the pattern of contemporaneous reclamation established for the first <br />eleven units. <br />5. Drainage Channel Reconstruction -Intermittent drainage channel will be interrupted by <br />mining Units IX through XIII. Reclamation Plan and Map do not indicate that drainage <br />channel will be reconstructed to convey drainage through reclaimed areas. <br />DMG is concerned that concentrated flow, conveyed within the channel from upslope <br />areas, may erode reclaimed areas and possibly transport sediment off-site. Rule 3.1.5(3) <br />states that all grading shall be done in a manner to control erosion and siltation of the <br />affected lands, to protect areas outside the affected land from slides and other damage... <br />DMG recommends reconstruction of a drainage channel, stabilized by rock lining for steep <br />slope sections and vegetated for mild slope sections. General location of the <br />recommended channel is shown on attached map. Please clarify how grading and drainage <br />control will be accomplished to ensure compliance with Rules 3.1.5(3) and (10), and 3.1.6. <br />
