6.0 RESTORATION OF THE ESSENTIAL HYDROLOGIC FUNCTIONS OF THE AVF
AFTER THE TERMINATION OF MINING ACTIVITIES
After the termination of mining activities, the coal
loadout facility and its vicinity will be reclaimed and returned
to their original use. The irrigation ditches (the Farmers Ditch
in particular) will be restored to approximately premining
original conditions and the surface drainage patterns will be
restored so as to prevent excessive erosion. The sedimentation
ponds will be eliminated.
The surface facilities and structures will be removed,
including all shallow foundations. The paved surface on roads and
the gravel surface on dirt roads will be removed. Available top-
• soil or conditioned subsoil will be replaced at areas which are
designated for revegetation with orchards, with a soil depth
similar to that of pre-mining conditions. The irrigation system
for the new orchards will be reestablished, and the surface
toward the irrigation ditches will be graded.
The potential for contaminating the ground water will be
eliminated and the conditions for the infiltration of
precipitation and snowmelt be restored to approximately pre-
mining conditions.
7.0 MONITORING PROGRAM
The implementation of an environmental monitoring system
is designed to monitor changes in important characteristics
supporting the essential hydrologic functions of the alluvial
•
19
c~wao cor+winN6, wc.
