-3- <br />buried pipes into a future sediment pond". Map 1 depicts the location <br />of this proposed sediment pond and of the drainage channels. However, <br />the location of the buried pipes is not portrayed. This map needs to <br />be modified to reflect the location of these pipes. <br />2. In concert with concern 1 above, Blue Flame needs to specify the length <br />and diameter of each buried pipe or culvert installed or to be <br />installed for drainage purposes. Included in this discussion should be <br />how the inlet and outlet will be protected from erosion and how often <br />the culverts will be cleaned of accumulated silt. <br />3. The fifth paragraph on page 6 commits Blue Flame to monitoring up-and <br />down-stream for surface water quantity and quality. However, there is <br />no specification as to where these sites are. Blue Flame should modify <br />Map 1 to reflect the location of these monitoring sites. The Division <br />suggests monitoring be accomplished at three locations: <br />A. Hay Gulch upstream (which would be downstream of National King Coal <br />site but upstream of Blue Flame Site); <br />B. Hay Gulch downstream; and, <br />C. Biue Flame sediment pond discharge point. <br />4. In concert with point No. 2 above, Blue Flame should specify sampling <br />timeframes. The Division suggests that water quantity be monitored <br />monthly and water quality be measured quarterly. Also, Blue Flame <br />should commit to quarterly submittal of these data. <br />5. The sixth paragraph on page 6 specifies a consumptive use of twenty <br />(20) gallons per day obtained from the settling pond. Does Blue Flame <br />have legal right to this water? If not, Blue Flame needs to discuss <br />this issue with the State Engineer's Office (866-3581). <br />6. The last paragraph on page 7 specifies "The mine will be located over <br />forty(40) feet above the potentiometric level..." whereas the third <br />paragraph of page 8 states "The mine is located approximately <br />seventy(70) feet above the water table...". Please rectify this <br />apparent discrepancy by specifying the correct location. <br />7. Is the "Hydrology Map" referenced in the last paragraph of page 8 <br />synonymous with Map 1? Please change this sentence to clarify the <br />correct map being referenced. <br />8. Where will the sediment removed from the sediment pond be placed within <br />the permit area during pond clean-out? If possible, this material <br />should he placed in a location that would allow for usage during final <br />reclamation of the site. <br />9. The fourth paragraph on page 11 specifies the diversion ditches <br />" ..will be lined with country rock". Please specify the mean diameter <br />of this rock and where it will be obtained from. <br />
