The holding ponds have been sized to collect run- <br />%~~• off from the respective mining areas during a 10-year 29-hour <br />storm. <br />'~ <br />°yi. Small berms will be built along the edges of each mining cut as <br />~^ it is reclaimed to divert water into, the holding pond. These <br />berms will be removed after reclamation is deemed successful. The <br />diversion ditches at the tops of each mining area are intended to <br />divert water away from the mining area, but into its normal drain- <br />age pattern (i.e., into Grassy Creek). Rip rap will be installed <br />at the outlet of each diversion ditch to minimize erosion. The <br />diversion ditches will be filled and reclaimed after reclamation <br />is complete. <br />In anticipation of a precipitation event greater than the 10-year <br />24-hour design criteria, outlet structures from the holding ponds <br />will be made by digging a ditch across the undisturbed land below <br />the holding pond, The purpose for such a ditch (outlet structure) <br />will be to drain excess water into Grassy Creek. The bottom of <br />these ditches will be lined with rock to lessen erosion. Rip rap <br />will be installed at the bottom of the ditch to reduce the kinetic <br />energy of the running water and prevent erosion. These outlet <br />structures will be filled and reclaimed after complete reclamation. <br />Buffer zones have been shaded in yellow on the premining and mining <br />plan map. The haul roads shown on the map must enter the buffer <br />zone at several points within the permit area due to the topography <br />of the land. The Rockcastle Company requests authorization to con- <br />struct and use the haul roads shown on the premining and mining <br />plan maps. <br />The haul roads will be constructed to meet all applicable federal <br />and state regulations on safety. The haul roads will also be con- <br />structed to minimize contribution of the runoff water to the total <br />suspended solid concentration in Grassy Creek, when possible, <br />ditches will be constructed alongside the haul roads to carry run- <br />off water. Straw dikes and/or ditch checks will be placed inter- <br />mittently within these ditches. When necessary, cross-drains will <br />be installed to transfer water to the side of the road where ditches <br />with adequate sediment control can be constructed. Also, ditch <br />relief drains will be installed to direct water into Grassy Creek <br />as often as possible. This will prevent an accumulation of a <br />torrent of water within the road ditches. Rip rap will be used at <br />the exit of all ditch relief drains to prevent erosion. <br />
