An additional three crossings of tributary draws <br />or gullies will be required. At each of these crossings, metal <br />culverts will be installed to allow complete freedom of the normal <br />water flow. These culverts will be sized to pass water from a <br />10-year 24-hour precipitation event. The culverts will be constructed <br />to avoid plugging or collapse and erosion at inlets and outlets. <br />Additional information on road grades and construction has previously <br />been submitted. <br />In regard to the use of mulch, grass-hay or straw will be applied <br />at the rate of 1,200 lbs/acre to facilitate infiltration and prevent <br />evaporation. Since the areas to be mulched are on slopes averaging <br />8:1 or less slope, erosion control is not expected to be a problem. <br />Therefore, the mulch is used mainly as a moisture retention measure <br />and 1,200 lbs/acre should be sufficient. <br />To clarify the mining area, all private haul roads extending from <br />the paved county road to the mine entrance are considered part of <br />the permit area. The private haul road outside the mine boundary <br />has been marked in black on the index map. The Rockcastle Company <br />understands this haul road is part of the permit area and is subject <br />to all the rules and regulations of the Colorado Mined Land Reclama- <br />tion Board. The owner of the surface, Bogle Farms, has requested <br />that all haul roads be left in place for better access to his pro- <br />perty.
