Powderhorn will supply sufficient evidence in the form of an
alluvial valley floor reconnaissance level investigation to allow proper
determination of an alluvial valley floor at the mouth of Rapid Creek.
However, the area adjacent to the Cottonwood Lease along the Colorado
River is beyond the area of potential impact from the proposed operation.
XI. Since a systematic sampling
plan is proposed, i[ is important that total coverage of [he sampled
area is accomplished. The plan should specify whether production
plots are to be located at intervals along each transect or located
randomly throughout the sampled area. A method for estimating woody
plant density will be proposed. Belt transects one meter wide, running
the length of each cover transect, are recommended for shrub communities
of relative low density, with plots located at intervals along each transect
suggested for dense shrub communities.
Stipulation No. 10:
Within three months of permit issuance, the permittee will revise
the permit application to include a plan for the identification of
woody plant density and species diversity revegetation success standards.
This plan must be approved by the division.
RII.
