first longwall mining would occur not in the Cottonwood lease area but instead
in the North Roadside area where no structures or renewable resources lands exist.
Powderhorn proposes to provide an appropriate subsidence monitoring system to
obtain data necessary to make accurate subsidence predictions needed to design a
subsidence control plan for longwall mining. Before mining longwall panels in
the Cottonwood lease area, which underlie structures or renewable resource lands.
A subsidence control plan approved by the Division will be implemented.
Regarding survey monuments adjacent to the water district treatment facilities,
the revised mine plan precludes the need to monitor the treatment facilities.
Survey monuments have been established at 300-foot intervals along the Ute water
pipelines. These monuments are 7/8-inch rebar set approximately 18 inches into
the ground.
Summary of Review Process
The Roadside and Cameo mine current production is currently 1,500,000 tons
of raw coal per year. Powderhorn intends to allow the final responses to be
incorporated into the permit on the day after the proposed May 13, 1982 meeting.
