The applicant needs to demonstrate that culverts are designed, <br />constructed and maintained to sustain the vertical soil pressure, <br />the passive resistance to the foundation, and the weight of the <br />vehicles to be used. 4.03.1(4)(e). <br />PONDS. IMPOUNDMENTS AND DIVERSIONS <br />1. It appears from information submitted by the applicant that sedi- <br />ment pond 004 is located off the proposed permit area. The pond <br />must be located within tl~e permit area. <br />2. The proposed sediment pond designs do not include a non-clogging <br />dewatering device. Ponds are required to have an automatic non- <br />clogging dewatering device. 4.05.6(3)(c). <br />3. The applicant should discuss the need for anti-seep collars and <br />cutoff trenches during construction of the ponds. 4.05.6(8)(c). <br />4. The applicant should supply elevations of outflow structures, <br />sediment levels, and embankment heights for all new ponds. <br />4.05.6(4). <br />5. The applicant is proposing to design the ponds for a six-month <br />sediment retention rather than three years. This can.be approved <br />by the Division providing the following information is provided. <br />(a) The applicant must demonstrate that the ponds are <br />capable of holding the sediment volume generated dur- <br />ing a 10-year event in addition to the six-month <br />storage volume. <br />(h) Tiie applicant should submit a detailed sediment level <br />monitoring plan. <br />6. The applicant should submit calculations used to determine sediment <br />pond detention time. Detention time should be calculated with a <br />non-clogging dewatering device installed. 4.05.6(3)(a) and 4.05.6(4). <br />7. Tlie applicant should submit design criteria and supporting calcu- <br />lations for the proposed pit water treatmenC structures. It should <br />be demonstrated that they will be sized to hold anticipated inflows <br />and be able to meet effluent limitations upon discharge. 4.05.2(1). <br />8. The applicant should submit new, amended NPDES permits or the appli- <br />cations for all new discharge points. 4.05.2(7). <br />
