The applicant has proposed a rang?land revegetation seed mix which <br />(based on inadequate baseline information) meets the requirements <br />for seasonality and introduced species, with the exception of <br />alfalfa. The Division feels alfalfa will not be succa_ssful in <br />this area and will deplete soil moisture needed to establish warm <br />season grasses. Alfalfa should be removed and at least one other <br />leguminous forb substituted. The Division recommends Utah Sweet- <br />vich (at 1116PL5/Ac) and/or Cicer Milkvetch•(at 616PLS/Ac). <br />6. The applicant has not addressed methods of irrigation or pest and <br />diesease control in the permit revision. If these are to be the <br />same as with the mine, a statement referencing the appropriate <br />sections in the mine permit application should be included, if <br />different, a discussion should be incorporated into this revision <br />document.2.05.4(2)(e). <br />7. The applicant has proposed to plant shrubs and trees but, has not <br />committed to a specific woody plant density standard based on <br />reference area information or a separate standard per 4.15.8. <br />Tlie specific success standard should be stated in addition to <br />methodologies used to evaluate success.4.15.8(7). <br />8. The applicant has not addressed the specific success criteria for <br />revegetation success for cover, productivity, and species diversity. <br />Specific commitments to standards obtained from reference areas <br />should be incorporated in addition to a description of the meth- <br />odolgies to be employed in the evaluation of revegetation success <br />parameters. 4.15.8. <br />ROADS <br />Haul roads must be designed and certified by a registered professional <br />engineer. 4.03.1(d). <br />2. Ditch designs for the new haul road should be submitted. 4.03.1(4)(e). <br />3. P7ethods to be employed for the protection of. outslopes at ditch relief <br />cross design outlets should be submitted. 4.03.1(4). <br />4. Platerials to be used for surfacing the haul road should be identified. <br />4.03.1(5). <br />
