On the above map identify those areas which are or his- <br />torically have been flood irrigated, those areas for <br />which the vegetation suggest subirrigation, and those <br />areas which have the potential for subirrigation (poten- <br />tial for flood irrigation should be based on the regional <br />flood irrigation practices in watersheds the same size <br />as or smaller than Stollsteimer Creek). <br />C. Description of the irrigation practices, crops and pro- <br />ductivity of agricultural lands downstream. <br />D. Aquifer tests to determine the transmissivity and stora- <br />tivity of the alluvium, coals and sandstones of the Lower <br />Fruitland Formation in the adjacent AVF. <br />E. i4ater rights of downstream users and their appropriation <br />order and source. <br />F. Technical assessment with data and analysis of the effects <br />of the mining operation on 1) IJater quality and quantity <br />in alluvial aquifers; 2) Water quality and quantity in <br />Stollsteimer Creek; 3) The significance of these changes <br />on adjacent and downstream agricultural activities. <br />VEGETATION AND RGCLAPfATION PLAN <br />1. The applicant has supplied insufficient baseline and reference area <br />vegetation information for the Barren Ridge vegetation type for the <br />following parameters: pre-mine cover, pre-mine production, pre-mine <br />woody plant density, reference area cover, and reference area pro- <br />duction. <br />The inadequacy in the vegetation information stems from insufficient <br />sampling to meet the sample adequacy requirements of the regulations. <br />The Division has determined that the Barren Ridge vegetation community <br />comprises approximately 26% of the disturbed area at the Martinez Strip <br />and is, therefore, a major vegetation type. Adequate baseline and refer- <br />ence area vegetation information will be required for the Barren Ridge <br />type prior to disturbance (2.04.10). <br />2. The reference area Cor [he !Barren Ridge type does not appear on [he <br />vegetation map. This map should be amended to include the location of <br />the reference area. <br />3. The applicant needs to provide a more specific schedule for seeding <br />based on the climatic precipitation regime and past experience at the <br />mine. 2.05.4(2)(e). <br />
