Pages 2.05.3-23 and 2.05.3-24 discuss Topsoil salvage and replacement at the Northfield <br />Mine. The discussion states that the operator will salvage six or seven inches of topsoil <br />for a salvage volume of 12,900 cubic yards (bank). This number, however, appears to be <br />in error. Six inches of topsoil yields approximately 16,100 cubic yards (bank) of soil and <br />seven inches of topsoil yields approximately 18,800 cubic yards (bank) of soil over 20 <br />acres. The Division believes that there will be approximately 17% swell of the soil upon <br />salvage and approximately 12% compaction upon stockpiling, giving approximately <br />4.5% of additional soil. There is a discrepancy between the volume of topsoil Northfield <br />reports and the volume that is available for salvage. Please provide the Division with a <br />detailed discussion of this discrepancy and a more detailed topsoil balance. <br />Northfield Response: Topsoil information was added to permit text. <br />DRMS: Response accepted. <br />19. The location of the facilities area and the facilities are shown on Map I -Land Use Map. <br />This map, however, is not sufficient for showing detailed information regarding the <br />facilities listed in Sectian 2.05.3. Please provide the Division with a detailed map of the <br />facilities area. Please include all of the buildings, coal stockpiles, conveyors, etc. <br />Northfield Response: New Mine Facilities Map 12 was provided. <br />DRMS: Response accepted. <br />20. In addition to a detailed facilities map, the Division requests that Northfield provides a <br />chart of all facilities including their construction and dimensions and information <br />regarding the concrete pads and footers. Pages 2.05.3-24 and 2.05.3-25 discuss the overburden at the Northfield Mine and the cut <br />and frll volumes for the construction of the facilities area. In the discussion Northfield <br />states that there will be a swell of the material of approximately 12%. There is no data <br />or information to back up this claim. The Division believes that the initial swell factor <br />will be approximately 33% and the compaction factor will be approximately 13% (an <br />adjustment factor of 0.87). This gives an overall swell of approximately 16% from bank <br />to compact. Please provide a discussion of the swell and compaction factors at the <br />Northfield Mine and any data and/or studies performed to obtain these factors. <br />Additionally, please place the cut and fall volumes into a table or chart in either Section <br />2.05.3 or Section 2.05.4. <br />
