Page Eight <br />Preliminary Adequacy Review <br />Grand Mesa Coal Co. - Red Canyon Mine <br />April 28, 1981 <br />2.05.4 (2) (b) Reclamation Costs <br />This section appears complete. the Division has not yet completed the <br />detailed review. Comments may be forthcoming as the review progresses. <br />2.05.4 (2) (c) Backfilling and Gradin <br />1. Any proposed overburden stockpiles (other than the waste disposal pile <br />and the N2 mine bench) should be more clearly indicated on the proposed <br />Surface Disturbance Map. A stockpile is referenced in relation to backfilling <br />the proposed sediment pond, but evidently the stockpile boundaries blend in <br />with the contour lines on the map. <br />2.05.4 (2) (c) Topsoil (Redistribution) <br />1. Zt is stated in section 2.05.3(5) of the application that topsoil will <br />be replaced at a depth of 6 inches in the refuse disposal site. The applicant <br />should indicate the proposed depth of topsoil redistribution within the <br />areas disturbed by "D" portal development and the proposed sediment pond. <br />2. The applicant should clarify whether one topsoil stockpile is proposed <br />for the "D" portal disturbance and the proposed sediment pond as indicated in <br />2. 05.4(2)(c) or two separate stockpiles as indicated in 2.05.3(5). <br />3. The applicant states on page 110 that topsoil from the waste disposal <br />site will be "stockpiled near the area in question." This topsoil should <br />not be stockpiled, in most cases, but should be immediately redistributed <br />on regraded overburden in the refuse disposal site. If there will be <br />situations where redistribution will not be possible (i.e., large amounts <br />of topsoil stripped in relation to area of regraded overburden) they should <br />be fully explained. Zf stockpiles will be needed, specific location and <br />volume information should be provided to the Division. <br />2:05.9 (2) (e) Revegetation <br />2.05.4 (2) (e)(ii) Seedmix <br />1. The applicant should specify areas where the temporary stabilization <br />Seedmix is to be used. The Seedmix should be expressed as PLS per square <br />foot and PIS pounds per acre basis for individual species. <br />2. The applicant has not demonstrated, as required by Rule 9.15.2, that <br />the introduced species included in the permanent mix are desirable and <br />necessary to achieve the post-mining land use, and compatible with plant <br />and animal species of the region. Four introduced species are included in <br />the Seedmix. These are tall wheatgrass, smooth brome, pubescent wheatgrass, <br />and yellow sweetclover. Unless the applicant can demonstrate that these <br />species are necessary to achieve a particular objective of the post-mine <br />Land use, the staff wi1Z probably recommend that the mix be revised to <br />include a higher percentage of native species. A number of native grasses, <br />including cirtana thickspike wheatgrass, bluebunch wheatgrass, and Zndian <br />ricegrass, are available from seed dealers, and would appear to be adapted <br />to the site. <br />
