-g-
14. Please provide information pertaining to mulching at this site. The
Division suggests mulching with weed free straw at two tons per acre with
the straw crimped to reduce lossage to wind blowing.
15. Please provide the information requested pursuant to Rule
2.05.4(2)(e)(vi). If so requested, the Division wilt assist in
determining revegetation success criteria.
2.05.5 Post Mining Land Use
Please provide the letters from the surface owners as requested pursuant
to Rule 2.05.5(2)(b).
2. Please provide the reclamation map pursuant to Rule 2.05.5(2)(c).
3. Due to Blue Flame's existence for approximately 40 years as an active
coal mine, please provide information pertaining to history relevant to
Blue Flame. The current information is very sketchy and not directly
applicable to Blue Flame.
2.05.6 Mitigation of the Impacts of Mining Operations
1. Please provide a copy of the air emission permit as requested pursuant to
Rule 2.05.6(1)(a) and as specified in a letter from Blue Flame to the
Department of Health (reference Exhibit E).
2. Please provide an inventory of all renewable resource lands existing
within the permit area and adjacent areas. The Division is aware of one
renewable resource which is the Huntington Ditch that transverses the
National King Coal site. Blue Flame should address the proximity of this
ditch to the proposed permit area. If there are no renewable resources,
Blue Flame should request a negative determination by the Division for a
subsidence monitoring program. If, however, there are renewable
resources, please submit the subsidence monitoring program briefly
alluded to on page 4 of Exhibit P and requested pursuant to Rule
2.05.6(6)(c).
2.10 Maps and Plans
Sheet 1 of 1 submitted with the permit application needs to be revised to
accurately portray the entire proposed permit area. The Division suggests the
following map revisions.
- a. The inclusion of the entire access road from County Road 120 into
the permit area.
b. The inclusion and accurate portrayal of the southern 200 feet into
the permit area.
c. The inclusion of all current and proposed surface disturbances
(eg.: proposed ditch on east side) into the permit area.
d. The inclusion of all current and proposed underground workings into
the permit area.
