Page 4 of Exhibit L addresses access roads leading to inhabited <br />structures. Since there are no inhabited structures at the Blue Flame <br />site, this reference should be deleted. <br />10. Blue Flame is committing to reclaiming the site to 3h:ly slope. However, <br />there are numerous references throughout the remainder of Exhibit L to <br />reclamation practices for slopes steeper than 3h :1 v, Blue Flame should <br />modify Exhibit L deleting reference to any slopes with a gradient steeper <br />than 3h:ly. <br />11. Page 5 of Exhibit L addresses watering of the reclaimed areas. Due to <br />the problems associated with developing an artificial plant community, <br />the Division suggests that Blue Flame delete the watering of reclaimed <br />areas from the application. If watering will be done, Blue Flame will <br />need to provide information about the source of water, the water quality, <br />the duration of watering, how the plants will be weaned from watering and <br />any other pertinent information. <br />12. The "Reclamation Time Table" on page 6 (Exhibit L) should be modified by <br />adding a column to represent the approximate date each reclamation <br />activity will occur. The permit term is five years, with all reclamation <br />occuring at the cessation of mining. Therefore, the approximate dates <br />incorporated into this table should reflect various months in 1991. <br />13. The Division has reviewed the proposed costs to reclaim this site as <br />represented in Exhibit M. The Division currently believes that these <br />costs totaling approximately $10,000.00 should be adequate to reclaim <br />this site. The Division will perform a detailed analysis of these costs <br />in the near future and submit our calculations to you if they exceed <br />$10,000.00. <br />
