:: <br />Mr. Steve Self <br />-2- <br />March 8, 1984 <br />7~ A copy of the BLM spring and seep survey and a map delineating all <br />springs and seeps within one mile of the permit area must be provided. A <br />year's baseline collection is required on the flows and water quality of O/L <br />springs within the permit and adjacent areas to establish seasonal <br />fluctuations. b/ <br />8. ~he loc~ o~f ~heCte~ e~rigated with water from Grass Valley BBL <br />Reservoir/Harvey Gap Oralnage and the Farmer's Irrigation Company Ditch must <br />be depicted. <br />9. Rule 2.04.9(1)(b) requires soils analysis of each soil horizon for each <br />~ ~~( soil type to be affected. At a minimum, Eastslde should obtain samples by <br />horizon from at least one soli pit in each area to be disturbed (i.e.: refuse <br />~+-~ area and facilities area). For previously disturbed areas where surface soils 0~~ <br />have been altered, information should be collected by 6" Increments to bedrock <br />or a total depth of 60". Analyses should include texture, EC, SAR, pH, and <br />O.M. <br />10. The application must include a soils map at a scale of at least 1:6000 <br />~„~~ which depicts sample location and stripping depths, as required by Rule <br />~„g 2.04.9(1)(c). <br />~('Ni'~,_R 11. The areas to be disturbed at Eastslde have been previously disturbed by <br />pre-law mining, and as such, the revegetation success criteria of Rule 4.15.10 <br />apply. Rule 4.15.10 requires that ground cover be not less than the cover <br />that existed before redlsturbance, not be less than can be supported by soil <br />material 1n the reaffected area, and be adequate to control erosion. <br />The applicant's baseline vegetation inventory, which will be used to develop <br />the revegetation succ~andard 1s deficient in the following regards: <br />Sc`'o'1 s~~~~ No data or descrip~ regarding existing vegetation cover 1s <br />provided for the proposed waste pile area or the proposed facilities <br />area near the ,)unction of the county road and the existing Eastslde <br />access road. Information is provided fora "Proposed mine west of <br />Harvey Gap", but that proposed mine is not discussed 1n other portions <br />of the application. <br />b. Only 1 cover transect per vegetation type was taken in undisturbed <br />areas. As a result, no statistical confidence can be associated with <br />the estimates. <br />In order to complete the vegetation portion of the application, the following <br />information will need to be submitted. <br />a. A narrative description and ocular estimation of vegetation cover 1n UCH <br />areas to be affected by the proposed waste pile and the proposed <br />facilities area. / <br />b. A plan for collecting statistically adequate vegetation cover data ~ (L <br />for use 1n revegetation success comparisons. <br />
