The only exception to this rule is the specific location <br />where a mine mad joins a public road. The text on page 2.05-26 addresses road surfacing <br />and mad dust control. How will the operator ensure that coal spillage at the exit area, and <br />on the state highway will not occur? Also, what measures will be taken to ensure that truck <br />traffic will join the highway, and leave the highway, in a manner that does not pose a <br />hazard to local traffic? Dces the Colorado Department of Transportation, or Delta County, <br />have requirements regarding sign placement, ingress/egress lanes, or any other such <br />requirements? Please specify details concerning measures to be implemented to ensure that <br />public safety will be protected at all times. (Note: A notice pursuant to 2.07.6(2)(iv) has <br />been published.) <br />2.05.3(4) -Ponds. Impoundments, and Diversions <br />29) Response accepted. <br />30) In most cases we recommend using the 1973 NOAA Atlas "annual" precipitation values. <br />The 1984 SCS publication represents precipitation values which are typically the same as <br />the "May-October" precipitation values found in the 1973 NOAA Atlas. The annual figures <br />provide a bit more conservatism, and the NRCS (formerly SCS) has recommended that the <br />1984 SCS document is out of date. They recommend using the "annual" figures except in <br />those arras of the state where snowfall and snowmelt related runoff are not a significant <br />factor. The North Fork area can have periods when snowmelt is more significant than <br />spring and summer rainfall. Because the North Fork area can also have relatively dry <br />winters, we will leave the choice to you. Be advised that use of the "annual" figures <br />specified with our previous letter is a conservative strategy, and would provide a bit more <br />mazgin for error. <br />31) Response accepted. <br />32) Response accepted. <br />33) BRL designates the material storage area as a small area exemption (SAE). Revised page <br />2.05-32 describes the SAE design. Page Exhibit 8-14 is also referenced as a revised page, <br />but that page does not seem to pertain to the material storage area. Has that page, or <br />another page, been revised? Also, please designate the SAE on the appropriate map (such <br />as Map No. 20). <br />34) Response accepted. <br />35) Response accepted. <br />
