How were concerns conveyed in the CDOW letter <br />dated April 11, 1996 resolved? <br />2.04.12 -Prime Farmland Resources <br />24) Response accepted based upon the statement that the referenced soils will not be disturbed. <br />2.04.13 -Annual Reclamation Report - No response necessary. <br />2.05.2 -Operations Plan -Life of Operation - No response necessary. <br />2.05.3 -Operation Plan -Permit Area <br />25) This concern requires response from BRL. BRL hired Momson Knudsen (M-K) to address <br />the geotechnical stability of the proposed surface facility azea of the Bowie No. 2 Mine. <br />M-K, in turn, subcontracted with Maxim Technologies, Inc., to complete a geotechnica( <br />investigation of the site. Separate adequacy comments have been prepared by the Division <br />and forwarded under sepazate cover to BRL to expedite finalization of this "Preliminary <br />Geotechnical Study". In general the field analysis and data collection were adequate. <br />However, the study focused upon the traditional operation life concern, to the relative <br />exclusion of the reclaimed configuration's geotechnical stability. The long term <br />geotechnical stability of the proposed reclaimed configuration of the surface facilities will <br />have to be thoroughly analyzed. <br />26) Please specify the timeframe for completion of the culvert upgrade referenced in the BRL <br />response. <br />27) This concern requires response from BRL. BRL states; "Slope stability analysis of the <br />reclaimed slope will be performed based on the in progress M-K geotechnical study and <br />submitted at a later date." The Division, however, cannot propose a decision until this issue <br />is adequately addressed. <br />
