Mr. Tim Stover
August 9, 1996 -New App./Bowie 2
Page 7
14) It appears that the three wells referenced on page 2.04-23 are not all represented on Map
23 as required. Please revise Map 23 to show the registered wells in sections 14 and 15.
Add any other such points of information as needed.
14a) The following features appear to be in or near the proposed permit area. Terror Ditch, Blue
Ribbon Ditch, Barrow Springs Pipeline, Majnik Ditch, Mayes Ditch, Jenkins Ditch, and,
Stephens Ditch. Based upon Map 23, it appears that these features could be impacted by
BRL's mining activities. Please provide detailed information to verify no impact, or if
impact is predicted, provide details regarding mitigation plans.
15) Impacts to the local alluvial valley floor are possible. Possible impact mechanisms include
spring snowmelt and precipitation-related percolation through distu~ed areas. Discharges
from mine site sediment ponds can also lead to elevated salinity levels both in the river and
in the adjacent alluvial valley floors. Some. level of baseline data collection and operational
monitoring will be needed. The three proposed alluvial wells, along with pond discharge
monitoring and monitoring of the North Fork of the Gunnison River may be a viable
solution. Please provide a plan to address this issue.
16) Response accepted.
17) The referenced handbook does not specify how springs will be repaired if damaged. The
discussion seems to be limited to stocl~onds. Please specify BRL's plans to replace or
repair springs if damaged.
17a) Response accepted.
]7b) Please provide the documentation verifying compliance with the issues raised by the State
Engineer's Office in their letter of March 13, 1996.
2.04.8 -Climatological Information - 18) No additional information nquired.
2.04.9 -Soil resources Information
19) Response accepted.
20) Response accepted.
2.04.10 -Vegetation Information
21) Provide all information and responses required to resolve the concerns and recommendations
