Seven <br />narrative. The applicant needs to provide volumes of each type of <br />soil material to be salvaged, as well as a timetable for replace- <br />ment to topsoil. <br />8. Topsoil stockpiles should be seeded with the perennial seed mix <br />if the material is intended to be stockpiled for more than two (2) <br />growing seasons. <br />9. The applicant needs to further clarify how topsoil stockpile B <br />will be protected from contamination. <br />10. The applicant needs to address bonding for reclamation of, volume, <br />chemical analysis, and isolation from surface runoff of the <br />weathered coal. The stockpile must be located on a map. <br />11. The applicant must provide a narrative and appropriate maps ex- ~ <br />plaining the removal, handling, and storage of all overburden <br />material in the permit area. The narrative should include pit <br />dimensions, overburden volumes, and swell factor anticipated for <br />each phase of the operation. <br />12. If the applicant proposes to utilize explosives at any point in <br />this permit term the applicant must address (and have approved <br />by the Division) all applicable blasting regulations (including <br />2.05.3(6)(a) and 4.08). <br />13. The applicant must provide a description of the east dump, in- <br />cluding appropriate maps meeting the requirements of 2.10, <br />cross-section maps meeting the requirements of 2.10, cross-section <br />drawings of the disposal site, and design of the spoil disposal <br />structure according to 4.09. These plans shall describe the <br />design, construction, operation, and maintenance of the site and <br />structure and shall be prepaz~ed by a qualified registered pro- <br />fessional engineer. <br />2.05.4 Reclamation Plan <br />1. The applicant must submit a detailed timetable for the completion <br />of each major step in the reclamation plan. <br />2. There are significant discrepancies between the reclamation cost <br />estimates as presented, and the bonding costs, as presented in <br />Section H. These need to be rectified. additionally, bonding <br />estimates should be based on a "worst case" assumption relative <br />to the actual mine plan. <br />3. The applicant must provide a plan for backfilling, soil stabili- <br />zation, compacting, and grading, with appropriate cross-sections <br />that show the anticipated final surface configuration of the <br />permit area in accordance with 4.19. <br />4.
