The Division requests further enumeration on the methods to be <br />utilized to protect topsoil stockpiles. The planting of winter rye <br />on stockpiles which will be present for more than one year is not <br />appropriate. <br />6. The applicant must address the method by which the water moni- <br />toring wells and water use well will be sealed. The method <br />must be consistent with 9.07.3(2). <br />7. The applicant must provide copies of approved permits or appli- <br />cations for permits for NPDES and all emissions permits. <br />2.05.4(2)(eJ Revegetation Plan <br />1. The applicant needs to provide a schedule of revegetation for' <br />all stages of reclamation. <br />2. The applicant must cormnit to a given seed mix and seeding rate. <br />Should given species become available or unavailable the appli- <br />cant can propose changes at the time that these situations arise. <br />3. The applicant needs to address mulching techniques. <br />4. The applicant must address measures proposed to determine revege- <br />tation success in accordance with 4.15.7. <br />S. Any measures utilized for pest or disease control must be <br />approved by the Division. <br />6. The applicant must present a soil testing plan for evaluation <br />of the results of topsoil handling and reclamation procedures, <br />which specifically addresses replacement depths and nutrient <br />status. <br />2.05.5 Post-Mining Land Use <br />1. The applicant needs to provide information relevant to 2.05.5 <br />which details the ability of the reclaimed surface to support a <br />variety of uses, and the relationship to proposed plans for the <br />Lands use. Additionally, a detailed range management plan is to <br />be implemented following release of liability needs to be pro- <br />vided at least one year before implementation. <br />2. The applicant must provide a copy of the comments concerning the <br />proposed post-mining land use by the surface owner, and govern- <br />ment agencies which would have to initiate, implement, approve, <br />or authorize the proposed use of the land. <br /> <br />
