Nine <br />2.05.6 Mitigation of the Impacts of Mining Operations <br />1. The applicant needs to provide a plan which will illustrate how <br />the applicant plans to minimize disturbances and adverse impacts <br />to fish and wildlife, and how enhancement of these resources <br />will be achieved. <br />2. From included correspondence from the Divisional wildlife it is <br />evident that there are wildlife concerns beyond those expressed <br />for sage grouse. Specifically mentioned are antelope, deer, and <br />elk. The applicant must reconcile these differences. <br />2.05.6(3) Protection of the Hydrologic Balance <br />1. The applicant must submit information and maps meeting the re- <br />quirements of 2.10 which address the measures to be taken to ~ <br />protect the quality of surface and ground water, the rights of <br />present users of surface and ground water, and the quantity of <br />surface and ground water within the permit and adjacent area. <br />This information must include a determination of the probable <br />hydrologic consequences of the proposed mining activities on <br />the permit and adjacent area, with respect to hydrologic <br />regime and the quantity and quality of water in surface and <br />ground water systems under all seasonal conditions, including <br />quantitative estimates of the contents of dissolved and total <br />suspended solids, total iron, pH, total manganese, and other <br />applicable parameters. The applicant should provide a dis- <br />cussion predicting changes in surface runoff and infiltration, <br />qualitative and quantitative effects of sediment control during <br />and post-mining. Ground water and surface water should be <br />discussed separately. <br />2. It is noted that the applicant in one instance states that <br />consumptive use will be 9,000 gallons/day but in another state- <br />ment that use will total 9,000 acre-feet. This discrepancy <br />needs to be corrected. Additionally, with such a great daily <br />reduction in the ground water the applicant should quantify <br />the depletion of the aquifer that is occurring. <br />2.06.8(3) Alluvial Valley Floor Determination <br />1. The applicant must affirmatively demonstrate the presence of an AVF <br />within the permit and adjacent areas and define its extent, or <br />provide the Division with all information necessary to make a <br />determination. <br />2. If the applicant chooses the second alternative the applicant <br />must provide the information needed for a reconnaissance level <br />investigation. Mapping should be conducted at a scale of <br />1:29,000 or larger and should include the permit area (and life <br />of mine area if different), and hydrologically adjacent area. <br />The mapping should delineate: <br />A. unconsolidated stream laid deposts (at least 10 <br />acres in size and 50' wide). <br />B. all .lands that are currently or were historically <br />
