Six <br />2.04.11 Fish and [dildlife Resources Information <br />1. The applicant should provide a map consistent with the requirements <br />of 2.Z0 which delineates areas of winter and summer range, cri- <br />tical winter range, breeding areas, stunting areas, migration <br />routes, and other pertinent information which would enumerate land <br />uses of the permit and adjacent areas for game species of birds <br />and mammals. The applicant is directed to the Colorado Division <br />of Wildlife for such information. <br />2. The applicant needs to provide a species list of birds not pre- <br />viously identified as raptors, game birds, or scavengers. <br />3. The applicant should consult the Colorado Division of Wildlife for <br />information on wildlife presence in the area. The "Latalong" <br />studies and "I041" maps should provide the applicant with the <br />suitable fish and wildlife baseline information in conjunction <br />with consultation with the Division of Wildlife, U.S. Fish and <br />Wildlife Service and the BLM. <br />2.09.12 Prime Farmland Determination <br />Z. The Division cannot make a negative determination based on the <br />information presented. The applicant is directed to the local <br />Soil Conservation Service Office which can determine whether <br />any soils in the area have been designated as prime farmland <br />soils. The applicant should forward the SCS decision to the <br />Division. <br />2.05.3 Operation Plan <br />1. The applicant needs to provide figures for estimated total pro- <br />duction of coal by tonnage. <br />2. There is a discrepancy between the time frame of the stages as <br />presented in 2.03.8 and that presented in the operations plan. <br />This discrepancy needs to be rectified. <br />3. The applicant must provide more detailed narrative, and maps to <br />meet the requirements of 2.10, describing the location, con- <br />struction, modification, use, maintenance, and removal of all <br />mine facilities in the permit area. <br />9. The applicant must provide a description of each road to be con- <br />structed, used, or maintained within the permit area. The de- <br />scription for the BLM access road should include appropriate <br />cross-sections, and specifications for road width, road gradient, <br />road surface, road cut, fill embankment, culverts, drainage ditches <br />and drainage structures. <br />5. The applicant must describe the timetable and plans to remove each <br />sediment pond and diversion. <br />6. Regarding additional hydrologic concerns, please see attached <br />memorandum from R. Dominique to M. Savage. <br />7. The applicant needs to detail topsoil removal methods in the <br />
