Mr. Steven Self
Page 3
February 7, 1990
D. Groundwater Quality Data

The groundwater quality data presented in tables III-11, 12, 13 and
19, copied from a USGS 1976 open file report, is riddled with
errors (incorrect legal descriptions and constituent values). The
applicant should re-examine the USGS report and make the necessary
corrections on these tables.
E. Vegetation Information
The applicant has provided inadequate vegetation baseline information.
The baseline information provided on Pages III-89 through III-94 for
undisturbed rangeland areas only provides general vegetation community
descriptions. No specific information is provided in terms of
vegetation composition, cover and productivity For trees, forbs, shrubs,
and grasses within each community type. Community types in, the ECI
study are not correlated with the SCE range site descriptions. SCS
range site description provide information on major species, but not
on minor species in the community, therefore revegetation community
diversity can not be properly defined or quantified.
F. Fish and Wildlife Information
The Colorado Division of Wildlife is reviewing this section of the ~
application. Their comments will be forwarded when available.
III.Part IV - Operations and Reclamation Plan
A. Underground Mine Plan
1. No narrative on mining sequence is provided for the mining of
panels 2E-1R through 4R even though this area is shown as a part of the
mine plan area on Map IV-9 and a timetable for mining in this area
is shown on Table IV-1.
2. No proposed mining sequence is shown on Map IF-3 for panels 3W thru
4L through 7L.
3. There appears to be a typographical error in Table IV-l, under
Unit 3; it appears that this should read 3E-4R thru 1R rather than
4E-4R thru 1R. Please advise.
4. The applicant should be advised that the Division can not recommend
approval of mining in panels 3G-1R thru 3E-2R, 2E-1R thru 2G-2R and
the 1st south tunnel until the applicant receives 211 mine plan
approval From OSM.
(cont'd)
