The application does not state the criteria to be used to <br />determine whether topsoil should be salvaged in temporary disturbance <br />areas. How are "long-term and significant" effects defined and <br />determined in the field? <br />2. Any road construction to facilitate access within the disturbed <br />boundary must b= approved as a technical revision and the applicable <br />read design criteria addressed and adhered to. <br />C. Refuse Embankment <br />1. The staff geotechnical specialist is reviewing this section of <br />the application and will provide specific comments in the near <br />future. <br />2. The staff currently has one general comment. The requirements <br />of 817.81-85 have not been adequately addressed, specifically a <br />stability analysis with supporting assumption and details of <br />inspection afthe fill during construction. Discrepancies between the final <br />contours of the pile of Drawings III-21 versus Map IV-10 do not <br />allow For property evaluation of the drainage system of the ~ 'L <br />pile at this time. Sealing of Portals (817.50) <br />The application should specifically address how all mine entrances <br />will be sealed to prevent drainage of water out of the mines after <br />abandonment giving proper consideration to the volume of water in <br />the cavities and the pressure against the seals. This is especially <br />important given the poor quality of the groundwater in the area. <br />E. Topsoil Replacement <br />1. Eag1eN5 Mine - In the Division's judgement, it is ill advised to <br />disturb the valley floor adjacent to the Eagle k5 mine to obtain <br />topsoil for the face-up area. The mixing of topsoil with subsoil in <br />the valley bottom may Lower the overall topsoil suitability in the <br />bottom adversely affecting the achievement of the post-mining land use <br />for the valley bottom. Additional disturbance to undisturbed areas <br />would also have to be evaluated in terms of material damage to the <br />alluvial valley floor. <br />(cont'd) <br />
