-2- <br />(A) with the permission of National King Coal, Inc., the Roof and Floor <br />analysis for arsenic (As), boron (B), manganese (Mn), selenium (Se) and <br />zinc (Zn) could be incorporated into the La Plata Coal 14ine permit <br />application. <br />(B) analysis of the overburden material for the following parameters <br />should be completed: pH, electrical conductivity, sodium absorption <br />ration (SAR) calcium (Ca), magnesium (Mg) nitrate - nitrite, sodium <br />(Na) and iron (Fe). A composite sample from the overburden may be <br />obtained from the highwall cut, provided that only freshly exposed <br />material is sampled. <br />4. Two pages of the Geology Description, 2.04-10 and 2.04-11, are missing <br />from the permit application, and should be submitted for review. <br />5. Based upon the information presented on page 2.04-13r The drill log <br />(figure 2) submitted with the application does not appear to represent <br />conditions at the La Plata Number 1 Mine. The applicant should develop <br />a stratigraphic column which describes the actual mine site. This <br />column should be based upon the exposed strata at the mine site high- <br />wall cut. <br />Ground Water Hydrology (2.04.7) <br />1. A review of the National King Coal permit application indicates that a <br />spring ("Huntington Spring") is located approximately 400 feet west of <br />the proposed La Plata permit boundary. As this spring appears to be <br />located immediately down-gradient from the La Plata Mine, the applicant <br />should investigate: <br />1. Whether the spring does indeed exist; <br />2. Whether an application for water rights has been filed for this <br />spring; <br />3. From what unit the spring eminates; <br />4. Baseline quantity and quality characteristics; and, <br />5. The potential impacts of mining upon the spring. <br />2. The permit application states that the Menefee Formation along the <br />north side of Hay Gulch at the La Plata No. 1 Mine site is essentially <br />dry. This interpretation is based upon outcrop observations in the <br />vicinity of the mine, and the absence of portal discharges at this <br />location. <br />At this time, the Division concurs with the applicants' hydrologic <br />assessment of the Menefee Formation at the mine site. The Division <br />will not require that further hydrologic investigations of this <br />formation be performed, unless significant quantities of water are <br />encountered while mining. <br />
