The areas shown on Energy Mine No. 3 reclamation map, <br />8/18/79 version, in some stage of reclamation prior to <br />October, 1977, were assumed to be mined prior to August <br />3, 1977. Accordingly, these areas were considered undis- <br />turbed and not subject to OSM and MLRB sediment control <br />regulations. <br />3. The map referenced in =2 above, in addition to available <br />1" = 200' maps detailing [he underground operation, were <br />utilized to identify all disturbed and undisturbed <br />areas, including haul roads, mined, stockpile and re- <br />claimed areas. <br />4. All runoff volumes and peak flow rates were based on <br />appropriate S.C.S. procedures utilizing AMC-III soil <br />moisture conditions. These procedures were utilized in <br />your Eckman Park/Mines 1 and 2 permit. <br />5. The preliminary pond volumes and embankment heights were <br />estimated without benefit.of reservoir routing. <br />6. Wherever possible the plan provides a formal sedimenta- <br />tion pond to capture runoff from disturbed areas. For <br />those areas where a sedimentation pond is unfeasible, <br />additional alternatives were investigated. <br />7. Pond I is designed to retain the sediment from its <br />tributary area and the underground mine opration. Pond I <br />is also designed to store only the 10-year runoff from <br />its tributary area and 24 hours of pumping (100,000 <br />gal.) from the underground operations sump. <br />8. Diversion ditches were utilized extensively to divert <br />runoff from undisturbed areas, by-passing the sedimenta- <br />tion ponds. <br />9. Pond G is an existing holding pond which will be improv- <br />ed and utilized to reduce peak flow rates. It is not a <br />sediment control facility. <br />General Comments and alternatives: <br />1. The most troublesome ares of Mine No. 3 includes a <br />portion (1,200 feet) of the haul road in the vicinity of <br />diddle Creek, and some roc?: and coal stockpiles associat- <br />ed with the underground operation.
