7. Page 2.OS-13 notes that a fabricated steel water tank will be constructed on an oiled sand <br />base. The reclamation cost estimate does not include removal of the base. Please <br />provide a detailed reclamation plan, including disposal of the base material and whether <br />or not it would require special handling, and an estimate of the associated costs. <br />8. If there will be concrete footings beneath the conveyor supports, a plan and costs for <br />their removal should be included in the permit application package. <br />9. Please provide supporting documentation for the 14,190 cubic yards of fill that will be <br />required to reclaim the conveyor. Specifically, it is not clear where will the material will <br />be moved from, and what area(s) along the conveyor corridor will be reclaimed. <br />10. Does the haul road fill volume of 37,998 cubic yards (page 3.02-2) include the truck <br />loadout loop and gob pile roads at 100% rather than 2S% of the total volume of fill? <br />If not, the estimate should be revised to reflect the proposed reclamation plan. <br />11. Please provide sup orting documentation (cross-sections, calculations, etc.) for the <br />volume of cut and fill shown on page 3.02-2. <br />12. The reclamation cost estimate does not appear to include a cost for disposal of haul road <br />surfacing materials. Please either provide an estimate of surface removal costs, or <br />indicate where these costs have already been included. <br />13. The Division based its review of haul road reclamation costs on permanent retention of <br />a portion of the haul road, as in the reclamation plan narrative and reclamation cost <br />estimate provided. Should retention of the road not be approved, reclamation costs <br />should be revised for reclamation of the entire road. <br />14. There do not appear to be any costs in the estimate for reclamation of the access roads. <br />Please either provide an estimate of access road reclamation costs, or indicate where <br />these costs have already been included. <br />15. At most active refuse piles, there is coal refuse which has been dumped, but not yet <br />compacted. Reclamation cost estimates for other coal mine operations with refuse piles <br />include costs to compact a certain amount of uncompacted coal which could be expected <br />to be on the pile at any given time. Please provide a maximum volume of coal which <br />would be uncompacted on the gob pile at any given time, and an estimate of associated <br />costs to compact the coal prior to covering the pile. <br />16. The operations and reclamation plan for the gob pile indicate that the pile will be <br />constructed and reclaimed in benches, starting at the toe. It is not clear whether <br />diversion and collection ditches for the pile will be excavated prior to completion of the <br />pile, or if ditch construction will proceed simultaneous with pile development. If all <br />ditches will not be excavated at the time of initial development, costs for ditch <br />construction at reclamation should be included in the reclamation cost estimate. <br />17. What will be the volume of topsoil in the gob pile topsoil stockpile? <br />18. Pages 2.OS-SO through 2.OS-S2 include a discussion of seed mixes to be used in <br />reclamation, of which two mixes are proposed for Permanent reclamation. It is not clear <br />how much land will be seeded with each mix. The reclamation cost estimate on page <br />3.02-15 is based on 76 acres at $949.85 per acre.
