The operation and reclamation plans were reviewed to evaluate the reclamation cost <br />estimate in the permit application package. For comparison, the Division also generated an <br />estimate of the reclamation costs associated with the site. As a result of the review and <br />completing a Division estimate, we have the following questions and comments. <br />1. The permit application states that drill hole logs are presented in Exhibit 4. That <br />information could not be located in Exhibit 4 or anywhere else in the permit. In order <br />for the Division to verify the estimated costs to seal monitoring wells and drill holes, we <br />need the total depth of each hole to be reclaimed. Please either provide drill logs or a <br />figure for the depth of each hole. <br />2. The application that Bowie Resources Ltd. completed for an emissions permit lists the <br />volume of the coal stockpile as 60,000 tons, and the silo at 6,100 tons. The permit <br />application, on Pages 2.05-11 through 15 gives volumes of 100,000 tons and 5,000 tons, <br />respectively. What will be the maximum volume of the stockpile and the silo? <br />3. Page 2.05-11 includes a description of a control room and weigh bin which will be located <br />beneath the proposed silo. There are no costs for reclamation of these structures in the <br />reclamation cost estimate. Please provide a detailed reclamation plan and an estimate <br />of the cost to reclaim those structures. <br />4. Page 2.05-12 states that the silo is 170.5 feet tall and 58 feet in diameter. Page 3.02-16 <br />gives dimensions of 110 feet tall and 70 feet in diameter. Which dimensions are correct? <br />5. Page 2.05-12 of the permit application notes that, depending on contract cost estimates, <br />the stoker bin will be of concrete or steel construction. Page 3.02-16 provides an <br />estimate for cost of demolition based on steel construction. If the construction material <br />has not yet been decided, the estimate should be based on the more expensive of the two <br />(worst case), which would be concrete. If there has been a final decision to use a steel <br />bin, page 2.05-12 should be revised accordingly. <br />6. Will there be a floor or footing beneath the stoker bin? If so, a reclamation plan and <br />associated costs need to be included in the permit application package. <br />
