Prior to placement of drainage culverts, the applicant shall subni[ to <br />the regulatory authorities a revised design for pipes 10 and 11 incorpor- <br />ating sufficient flow capacity to prevent ditch overtopping. The appli- <br />cant shall also submit a plan and design drawings for road Culver[ trash <br />racks to be installed on culverts of 30 inches diameter or less. <br />817.81-817.93 Coal Processing Wastes <br />30. ARCO Coal must complete Phase II of the geotechnical and hydrologic <br />studies of the initial waste pile, as outlined in proposal letter <br />3. 2. 9. A, included with their permit application. ARCO is further <br />directed to include the report entitled "Report, Preliminary Design <br />Recommendations, Initial Waste Rock Pile, Mt. Gunnison Coal '.tine, <br />Somerset County, Colorado, for Arco Coal Company," prepared by Geo-Hydro <br />Consultants, Inc. as an exhibit within the permit application. Further, <br />ARCO is directed [o prepare appropriate detailed design narrative, plans <br />and cross-sections of the initial waste pile, and to include them within <br />the permit application. The detailed engineering design shall conform <br />with the recommendations outlined within the Geo-Hydro Consultants Phase <br />I report. The detailed engineering design shall be revised to reflect <br />any variation from the preliminary design assumptions determined during. <br />the completion of the Phase II study. No waste material shall be deposi- <br />red within the initial waste pile prior to completion of Phase I and <br />Phase II studies and the approval, by the regulatory authorit}', of the <br />appropriate revised detailed engineering plans for the initial waste <br />pile. <br />31. ARCO Coal must complete the preliminary stability evaluation for. the <br />upper waste rock pile described within proposal letter 3.2.9.B, included <br />within the revised permit application. In addition, ARCO is directed to <br />complete a thorough geotechnical analysis and detailed engineering design <br />and plans of th upper waste pile and the access road to the upper waste <br />pile. ARCO is directed to include copies of the report of the geotechni- <br />cal analyses and detailed design narrative, plans, and cross-sections in <br />the permit application. No construction shall commence on the access <br />road or the upper waste pile until approval, by the regulatory authority, <br />of the required geotechnical analyses and detailed engineering design. <br />32. ARCO Coal must rerun chemical analyses of F-seam roof, floor, interburden <br />and coal from the original cores analyzed (5011-2, S01f-6, 5011-38, 501-t-50, <br />S011-59, 5011-65, and t1G-9) or from six alternate cores representative of <br />the mine plan area. The analyses are to be run for those parameters <br />required by the regulatory authority. These analyses shall be submitted <br />to the regulatory authority within 6 months of the permit Sssuance, and <br />shall be reported as inclusions to the permit application. <br />
