-lo- <br />817.102 Backfilling and Grading <br />33. ARCO Coal must revise its backfill grading plan to conform with the <br />recommendations presented within the report entitled "Report on Stability <br />Analyses and Recommendations for Reclaimed Surface Facility at the ARCO <br />Mt. Gunnison No. 1 Mine," prepared by Merrick and Company for ARCO Coal. <br />This report shall be included within the permit application and ~.. <br />designated as exhibit 3.2.2.C, as Indicated by ARCO on page 3-24a of the <br />revised permit application. <br />817.111-117 Revegetation <br />34. Prior to August 1, 1981, ARCO Coal shall select, in consultation with <br />MLRD and OS11, appropriate areas to increase the size of the Dry lfeadow <br />reference area from 0.8 acres to 2.0 areas. These supplemental areas, as <br />we 11 as the dry meadow areas to be affected, shall be sampled by <br />September 1, 1981 for cover, production, and density using the methods <br />identified in the application for the baseline reference area survey. <br />The vegetation characteristics of the supplemental areas shall be <br />statistically compared to those of the corresponding affected area using <br />the procedures discussed in the application. All data and analyses shall <br />be submitted by December 1, 1981. Pending regulatory authority approval, <br />the existing and supplemental dry meadow reference areas shall then be <br />used as a single unit in all future sampling. <br />35. Following stockpiling, topsoil stockpiles that will not be redistributed <br />for five or more years shall be seeded with the proposed permanent seed <br />mix (excluding shrubs) and not the temporary seed mix. <br />36. Within 3 months of regulatory authority approval of the application, ARCO <br />Coal shall justify the use of tfie proposed shrub density success standard <br />of 1000 stems/acre, by providing the findings of the technical referen- <br />ces/sources used to establish this standard. If this density standard <br />cannot be adequately justified, then the applicant, in consultation with <br />the regulatory authority and OS11, shall develop appropriate, justifiable <br />shrub density success standards to be used in evaluating reclamation and <br />adjust the stocking densities for each shrub species to be planted so as <br />to allow meeting the alternative standard. <br />37. Within 8 months of regulatory authority approval of the application, ARCO <br />Goal Company, in consultation with C11LRD and OS11, shall develop mutually <br />acceptable success criteria for species diversity on reclaimed areas. <br />
