4 <br />under protest and will reserve the right to appeal any proposed or <br />final findings by the Division that the loadout area is classified as <br />an AVF. <br />Reclamation Plan <br />Regardless of the outcome of the AVF determination, Terror Creek <br />Company has proposed a reclamation plan that will ensure the return of <br />the area to irrigated agriculture. The reclamation plan for the area <br />is set forth in Section 2.05.4 of the Terror Creek Company submittal <br />to the Division. The following additional details regarding the <br />planned reclamation techniques and the reclamation monitoring for the <br />loadout site are provided. <br />Terror Creek Company plans to place approximately 11,000 cubic yards <br />of topsoil on the graded area following operation of the loadout <br />facility. Topsoil will be replaced on an average depth of over nine <br />(g) inches. <br />Depth of soil resources present prior to disturbance is shown on the <br />Soils Map (Map 3) found in the Terror Creek Company submittal. In <br />addition, Terror Creek Company has attached a figure showing the soil <br />profile at each sampling location (see Soils Map (Map 3)). As shown <br />on these profiles, topsoil and subsoil material above the colluvium is <br />quite thin. During removal activities, the subsoil and topsoil were <br />removed as a single operation. Because of the small quantities <br />present, the topsoil and subsoil materials could not be feasibly <br />separated during the removal process. <br />Prior to topsoil replacement, the colluvial material will be graded to <br />its approximate original contour. After grading is completed, the <br />surface will be scarified or ripped to provide a bonding surface for <br />the topsoil material, to prevent slippage along the interface, and to <br />promote root penetration. Ripping of the backfilled material will <br />also decrease the bulk density of the material and alleviate any <br />compaction detrimental to re-establishment of vegetation. Following <br />
