Statement of Chazles Overton public meeting 12 Dec 2006 Northfield Mine Project page 8 of 10 <br />(ii) The rights of present users to surface and ground water, <br />which may be adversely affected by the surface coal mining <br />and reclamation operations; <br />Page 112 <br />Section 2.05.6 <br />(iii) The quantity of surface and. groundwater both within the <br />proposed permit and adjacent area from adverse effects of the <br />proposed mining activities, or where the protection of quantity <br />cannot be ensured to provide alternative sources of water in <br />accordance with 2.04.7(3) and 4.05.15; and <br />(iv)The quality of surface and ground water affected by any <br />underground mines by locating mine openings in accordance with <br />4.05.10. <br />(b) The description shall include: <br />(i) A plan for control, in accordance with Rule 4, of surface and <br />ground water drainage into, through and out of the proposed <br />permit area and adjacent area; <br />(ii) A plan for treatment, where required by these Rules, and for <br />surface and ground water drainage from the area to be affected by <br />the activities, and proposed quantitative limits on pollutants in <br />discharges subject to applicable State and Federal laws. <br />(iii) A determination of the probable hydrologic consequences <br />of the proposed surface coal mining activities, or underground <br />mining activities, on the proposed permit area and adjacent <br />area, with respect to hydrologic regime and the quantity and <br />guality of water in surface and ground water systems under all <br />seasonal conditions, as determined by baseline hydrologic <br />and geologic data collected from, or statistically <br />representative of, the site. The probable hydrologic <br />consequences wilt identify adverse impacts which may occur <br />to the hydrologic balance including: impacts from acid- or toxic- <br />forming materials; whether the operation would interrupt, diminish, <br />or contaminate water sources; the effect the operation would have <br />on sediment yields, flooding or stream flow, and surface and <br />ground water availability; and the effect the operation would have <br />on concentrations of total dissolved and total suspended solids, <br />total iron, pH, total manganese, and other parameters required by <br />the Division. <br />
