Statement of Charles Overton public meeting 12 Dec 2006 Northfield Mine Project page 4 of 10 <br />Extracted from Regulations of the Colorado Mined Land Reclamation <br />Board for Coal Mining <br />Bolding and coloring added -- <br />{my insert page 77} <br />2.04.5 General Description of Hydrology and Geology. <br />11o(2)(k) (1) Each application shall contain a description and map, prepared in ac- <br />~ io(2)(q cordance with 2.10, of the geology, surace and ground water systems, <br />including water quality and quantity, of all lands within the proposed <br />Page 78 <br />Section 2.04.5 <br />permit area, the adjacent area, and the general area. The description <br />shall include information on the characteristics of all surface and <br />ground waters within the general area, and any water which will flow into <br />or receive discharges of water from the general area. The description shall <br />be prepared according to 2.04.5 and 2.04.7, and conform to the following: <br />(a) Information on surface and groundwater systems including <br />water quality, water quantity, and geology related to the hydrology <br />of areas outside the permit area and within the general area shall <br />be provided by the Division, to the extent that this data is available <br />from an appropriate Federal or State agency. <br />(b) If this information is not available from those agencies, the <br />applicant may gather and submit this information to the Division <br />as part of the permit application. <br />(c) The permit shall not be approved by the Division until this <br />information is made available in the application. <br />(2) The use of approved modeling techniques may be included as part of <br />the permit application, but the same surface and ground water information <br />may be required for each site as when models are not used. <br />(3) Permit applications may comply with the requirements of 2.04.5(1), <br />2.04.6(1)(a), 2.04.6(2)(a) and 2.04.7 by providing accurate descriptive <br />and predictive information relating to geology, water quality and quantity <br />for the area to be affected over the estimated life of the operation based <br />upon extrapolation by an expert in the field from documented data on the <br />geology, water quality and quantity of similar areas, provided that the data <br />used by the expert is included within the permit application, the expert <br />opinion is approved by the Division and all such data are made available <br />to the public for review and comment. <br />{my insert page 83} <br />2.04.7 Hydrology Description. <br />(1) Ground Water Information <br />
