Statement of Charles Overton public meeting 12 Dec 2006 Northfield Mine Project page 2 of 10 <br />the wells in the general area of the mine for quantity and quality of water <br />produced. During the Fremont County Planning Commission meeting held on <br />December 5, 2006 for a Conditional Use Permit, the hydrologist stated he <br />"believed" the risk to the wells to be very low. Without the collection of data, <br />no qualitative or quantified opinion can or should be given, and I could not <br />fmd any such data relative to the wells or aquifers immediately south of the <br />mine within the permit application. Even if the risk to aquifers and wells is <br />very low, the regulations require a worst case scenario contingency plan to <br />correct any adverse affects mining operations may have on aquifers or on <br />water well production. Because the wells serve private homes and <br />livestock, water replacement on a temporary basis should occur within 24 <br />hours and on a permanent basis within 30 days. <br />One of my concerns is that during the previously mentioned Fremont County <br />Planning Commission meeting, the hydrologist also stated such a contingency <br />plan "could" be developed, as if development of a plan were optional. The <br />development of a contingency plan is not optional; the regulations require it. I <br />also noted that I could not find in the pemut filing any reference to a <br />subsidence monitoring plan or subsidence correction plan. Deep ground <br />subsidence could not only affect water quantity and quality, but also surface <br />structures such as homes and foundations. I have attached an extract from the <br />mining regulations that I think pertains to my specific areas of concern <br />relative to hydrology. <br />I am also concerned about County Road 79 also known as Chandler Road; <br />this is the only access to my home and property on Auckland Avenue. Most <br />of the 2.9 mile stretch of this road between county road 11 A and county road <br />77 where the Williamsburg Town limit sign is posted is an unimproved dirt <br />road in a dilapidated condition that narrows to a one lane road in several <br />
