Potential land use conflicts on the areas proposed to be leased for <br />surface facilities placement were identified previously by the <br />Bureau of Land Management (BLM). The applicant must resolve these <br />potential conflicts in coordination with BLM.~ In addition, the <br />impacts of subsidence on land use, e. g. grazing, existing <br />pipelines, oil and gas wells, and transmission lines must be <br />addressed. <br />4. Potential impacts to threatened and endangered species and their <br />habitats must be addressed. Mitigation plans should be developed <br />as necessary in coordination with the FWS. <br />5. Design information, operation plans, baseline data, and probable <br />hydrologic consequences information for all three leases must be <br />provided in order to complete the CHIA for the central lease <br />application. <br />HYDROLOGY <br />1. Details of the proposed water purchase from the Bureau of <br />Reclamation must be provided including when water will be diverted, <br />whether storage will be required at the diversion point, and how it <br />will be delivered from the storage reservoirs to the point of use. <br />The impacts of this diversion on streamflow must also be addressed. <br />2. The applicant states the Big Salt wash alluvium is not an aquifer, <br />but information provided indicates that a stock watering well is <br />completed in the alluvium. This discrepancy should be clarified. <br />3. The impacts of subsidence on existing springs and streams as well <br />as potential increased infiltration of surface water must be <br />addressed. <br />4. The details of consumptive water use should be provided. <br />SOILS <br />1. A determination of the volume of soil and other materials suitable <br />for use in reclamation that will be salvaged and redistributed to <br />reclaim surface disturbances should be provided. This information <br />should be used to demonstrate that sufficient material will be <br />redistributed on disturbed areas to reestablish a sufficient growth <br />medium for reclamation. <br />FISH AND WILDLIFE <br />1. To evaluate the impacts of proposed surface disturbances, the <br />acreage of each habitat type to be disturbed and plans for habitat <br />replacement must be provided. <br />
