The applicant should modify the discussion on page 6 of the <br />Baseline Vegetation Survey to reflect current regulations pertaining to <br />sample adequacy. Rule 4.15.8(3) has been modified to 90% of the cover <br />with 90E statistical confidence for both cover and production for all <br />vegetationTrton mties. <br />(B). Both the Baseline Yegetation Survey and the Supplemental <br />Vegetation Survey specified that no threatened or endangered species <br />were observed during the 1982 and 1983 sampling seasons. However, a <br />disclaimer was mentioned that "It is unlikely that these species would <br />be identifiable during the late summer sampling season even if <br />present". To insure the non-presence of threatened or endangered <br />species, the applicant should resurvey the site for the potential <br />threatened or endangered species as soon as possible this field <br />season. The results of this resurvey should then be forwarded to the <br />Division. <br />(C ). The concerns for vegetation maps delineating surface <br />disturbance areas for both the North and Eastern leases as addressed in <br />the original PAR has yet to be addressed. The applicant should submit <br />these required maps. <br />(D ). Some discussion is missing from the first paragraph on page 3 <br />of the General Vegetation discussion of Volume 4. Please provide a new <br />page 3 with this missing text. <br />{E). As addressed in 2.04.9 Soils Resource Information, the Division <br />is concerned that all areas to be disturbed by the mining operation be <br />properly sampled. Therefore, the applicant should verify that the <br />Vegetation Maps and associated vegetation sampling do in fact cover all <br />areas proposed to be disturbed. If not, additional sampling should be <br />done. <br />8. Comments from the Office of Surface Mini <br />MAJOR ISSUES <br />1. Information regarding net depletion of flow to the Colorado River <br />system must be provided. This information is necessary for the <br />Office of Surface Mining Reclamation and Enforcement (OSMRE) to <br />prepare a biological assessment and complete the Section 7 <br />consultation with the U.S. Fish and Wildlife Service (FWS). <br />Potential impacts to the Big Salt Wash alluvial valley floor (AVF) <br />must be addressed and mitigation plans developed as appropriate. <br />This information must to provided for all three leases in order to <br />complete the cumulative hydrologic impact assessment (CHIA) for the <br />central lease application. <br />
