~~ <br />Ltr/Revw Bsln Env Data <br />- 12 - <br />July 2, 1986 <br />An evaluation of the impacts of subsidence on prairie dog colonies <br />and therefore potential impacts to black-footed ferrets must be <br />discussed. Should these prairie dog colonies be impacted, the <br />applicant must commit to conduct surveys for black-footed ferrets <br />within one year prior to disturbance. These surveys shall be <br />conducted according to the current FWS guidelines. <br />3. The applicant must commit to the reporting of future sightings of <br />aRy threatened and endangered species. <br />4. The design specifications of the rail spur and conveyor facilities <br />must be revised to include sufficient detail to assess whether or <br />not these facilities will have an impact on large mammals and <br />black-footed ferrets. <br />5. Surface Facilities for the northern lease are planned to be located <br />on critical deer winter range. Impacts on resident deer <br />populations must be addressed. <br />6. The additional wildlife surveys outlined in the central lease <br />application on page 83 and 84 should be completed, as well as an <br />updated survey for threatened and endangered species. <br />CULTRUAL RESOURCES <br />1. An assessment of the potential impacts of subsidence on cultural <br />resource sites is needed. Should potential impacts from subsidence <br />be identified, a plan for mitigation of these sites prior to <br />disturbance must be developed. <br />Eight cultural resource sites have been recommended as eligible for <br />National Register listing. Since these sites may be impacted by <br />the proposed operations, mitigation plans must be developed. These <br />plans should identify when impacts would occur and include the <br />implementation of mitigation measures for these sites well in <br />advance of site disturbance. <br />3. Four sites have been identified which will require additional <br />information collection before an eligibility determination can be <br />made. This data must be collected and submitted or a plan <br />developed and submitted which includes a schedule for collection of <br />the data, determination of eligibility, and mitigation of the sites <br />prior to any disturbance. <br />OPERATIONS AND RECLAMATION PLAN <br />1. A description should be provided of the toxicity, handling, <br />storage, and disposal of chemicals and other non-coal wastes to be <br />used in the coal preparation plant and other areas. In addition, <br />water usage and the containment or treatment of preparation plant <br />waste waters needs to be submitted. <br />
