-18- <br />to the road? 4!h at methods ~•iill be taken to insure that the interests and safety <br />of the public and affected landowners will be protected? <br />Reclamation Plan <br />Section 2.05.4 - page 120 <br />1. Under section 2.05.4(2)(9) the applicant is required to submit maps and cross <br />sections that detail the measures used to seal or manage mine openings and to plug, <br />case, or manaoe exploration holes, other bore holes, wells, and other openings <br />within the permit area. These maps should illustrate the plan described on page <br />130 of the application. <br />2. The application needs to discuss the method of reclaiming the air tunnel <br />access road from section 34 to the air tunnel in section 2. <br />3. The application indicates that terraces will be used on the refuse pile at <br />the mine site. <br />a. For the Division to give approval of this practice in accordance ~•~ith <br />section 4.14.2(2), the applica~it reeds to justify the use of terraces over the use <br />of lower slopes. Are the terraces being used to obtain stability or to control <br />erosion. <br />b. If terraces are to be approved they must comply with the performance standards <br />of section 4.14.2(2). Terrace width appears to be ~:~ithin the 20 foot limit. However, <br />the terraces must be designed to drain back from the outslope and off the pile to <br />the permanent diversions. This drainage plan is needed to minimize the infiltration <br />into the refuse pile. Designs on these terraces should include appropriate maps and <br />profiles, special consideration to design velocities in both the vegetated and <br />unvegetated condition, and the need for terrace relief energy dissipaters. The <br />vertical distance between terraces must be approved by the Division. Terrace spacing <br />is based on a consideration of maximum soil loss permitted on the pile. For tite <br />soil types used on your refuse pile, the maximum soil loss permitted will be 5 tons/ <br />acre/year. The application must include a detailed soil loss estimate for the site <br />using an established estimating method or formula. This will be necessary to <br />verify that your terrace spacing will adequately control and minimize soil loss <br />and thereby assist in the establishment of vegetation. <br />4. The applicant must commit to a sampling and analysis program at the termination <br />of mining to determine the fertilization requirements of topsoil to be redistributed. <br />5. The applicant should discuss the method of disposal of coal fines, and spi]led <br />coal at the mine and loadout, particularly during reclamation. <br />6. The application should contain a material balance discussion with calculations <br />to verify that the proposed postmining topography can be met. <br />Postmining Land Use <br />Section 2.05,5 - page 158 <br />1. The postmining land use description must be accompanied by a copy of the <br />comments on this land use by the legal or equitable owner of record of the <br />surface of the permit area and the State and local government agencies which <br />would have to initiate, implement, approve, or authorize the proposed use of <br />the land following reclamation. <br />
