Please indicate which (if any) struc- <br />tures will be permanent. Information is needed on how the concrete conduit of <br />North Thompson Creek vrill be reclaimed. lJe will 'geed a detailed plan v,ith <br />designs and cross sections of how the stream will be restored. The plan must <br />comply with section 4.05.4 and 4.02.5. Will any blasting be used to dismantle <br />buildings or foundations? This information is needed in sufficient detail to <br />assess the mine plan, feasibility of reclamation, and calculation of the bond <br />amount. <br />Coal Processing Waste, P;on-Coal Processing Haste and Underground Development 'H'aste <br />Section 2.05.3(8) and 2.05.3(9) <br />1. The sedimentation pond belo~a the refuse pile must comply with the requirements <br />of section 4.05.6. The Division will reviev: the stability analysis of the pond <br />and refuse pile and fort•rard comments at a later date. However, before the <br />Division can conduct a detailed review of this plan we will need a statement <br />from Snowmass committing to the recommendations listed in the "Chen and Associates <br />Geotechnical Investigation". Although this investigation contains design infor- <br />mation Snoo-rmass has not stated in writing that they will follow all of the <br />recommendations. In addition the Chen report lists several alternatives to <br />controlling seepage at the pond. Snowmass should discuss which of the alternatives <br />will be used and why. <br />2. The refuse pile sedimentation pond construction should be discussed in more <br />detail. If the embankment construction will be exactly as the Chen study <br />recommends this should be stated in writing. <br />3. The application should address the extent of the disturbance adjacent to <br />North Thompson Creek during the construction and reclamation of the refuse <br />area sedimentation pond. Under section 4.05.18, no disturbance within 100 feet <br />of a perennial stream is allowed unless the Division specifically authorizes <br />the disturbance. The application must address the following: <br />a. How close to the creek will disturbance extend? <br />b. lJhere will stream buffer zone markers be placed (required under <br />section 4.02)? <br />c. Approximately what flood plain is the pond located in? <br />d. lJill the outslope of the embankment need to be protected from potential <br />floods? If so, how will it be protected? <br />e. How will reclamation provide for the establishment of appropriate <br />riparian vegetation? <br />4. Under section 4.11 and 4.11.2 the application needs a more thorough discuss- <br />ion with maps describing the extent and elimination of the burning waste pile <br />adjacent to the refuse pile. The extent of the fire should be marked on a map. <br />The proposed base area below this pile should be indicated. How will the fire <br />be extinguished? What measures are being taken to prevent the fire from igniting <br />the refuse pile? ~:Jhat is the timetable for starting and completing this operation? <br />lJhere will the "noncombustible fill material" used to mix the burning material be <br />obtained from? How far into the road embankment is the fire burning? 41hat was the <br />source of the burning waste? Will removing this waste pose any stability concerns <br />
