4

Six
L
The Zocation of any man-made surface and sub-surface features, such
as electric transmission lines and pipelines, which pass over or
through the permit area, must be identified.
Alluvial Valley Floors
The applicant has provided some of the information necessary to make
an alluvial valley floor determination. Much of this information is
speculative, however, and no documentation is provided. The applicant
should consult the attached Alluvial Valley Floor Guidelines for further
guidance on the preparation of an AVF submittal.
Operations Plan
1. Discuss the development of the main entries giving number of
entries, entry widths and centerline distances.
2. Discuss development of panel entries off the main entries, giving
sequence of development and mining of the panels.
3. Discuss typical plan for mining coal within the panels. Will the
rooms be mined on both sides of panel entries or one side only? will
rooms be mined by advance or retreat mining methods?
4. Give rationale for 60-foot wide panel barrier pillars.
5. The mine plan map should show all measurements for development
of the main entries, panel entries, rooms and barrier pillars. The
map should show sequence of developing panel entries, sequence of mining
panels and a typical plan for room and pillar mining of a panel. The
plan should designate areas to be mined annually for at least the first
5 years of operations.
6. Clarify the differences in both surface and subsurface plans between
the Preliminary Mine Dayout Map, the Map of General Improvements, Exhibit
D, the Mining Plan Map (May 21, 1979), and Exhibit A, the Mining Plan
Map (October, 1980).
Reclamation Plan
Provide more detailed cross-sectional profiles of anticipated final
surfaces.
Identify, describe the proposed use, and Iocate any reservoirs or
other facilities which will remain as permanent features after the
completion of underground mining activities.
Bonding
Provide information with respect to the total bond posted with the
State of Colorado, and provide the calculations which serve as the basis
for this bond.
