~ `•~• <br /> <br />Seven <br />Roads <br />u <br />The application must be amended to provide detailed information on <br />the locations, the design and construction, drainage, road surfaces, <br />maintenance procedures and eventual reclamation of all roads within <br />the permit area. The information required on design and construction <br />must include cross-sections and design specifications for the roads, <br />and the location and design of culverts and/or drainage structures <br />associated with the roads. <br />Subsidence <br />Provide the results of a resource survey of the land surface above any <br />portions of the mined area where subsidence might occur. Such a sur- <br />vey should identify and pre-existing structures or renewable resources <br />(see definition under 30 CFR 701.5) which might suffer material damage <br />or diminution owing to subsidence. <br />If structures or renewable resources are identified, an analysis should <br />be done to determine if under "worst case" subsidence conditions they <br />would incur material damage or diminution. Subsidence is acceptable <br />if resources are not diminished even though they might be affected. <br />Provide an assessment of how the small tributary to Hubbard Creek <br />might be impacted by subsidence if it occurs. <br />Provide a description (with accompanying calculations if appropriate) of <br />how a maximum possible subsidence value of 2" was arrived at. <br />Socioeconomics <br />In order to comply with the National Environmental Policy act and the <br />Council on Environmental Quality regulations, an assessment must be <br />made of the potential social and economic effects of the Department of <br />Interior's actions on mining and reclamation plans. Therefore, OSM <br />requests the following information: <br />--Employment, by year, for the mine's life. <br />--Residential patterns and commuting practices of the Blue Ribbon Mine <br />employees. <br />--Coal haul trucks (number per day and destination). <br />--Tax revenues generated by the Blue Ribbon Mine to the local and regional <br />economy. <br />--any past socioeconomic studies, assessments, surveys, etc., that may <br />be relevant to the B1 ve Ribbon Mine and its impacts on North Fork <br />
