Any known <br />threatened or endangered species occurring in or near the permit <br />area should be mentioned. <br />A discussion of whether any migration routes are present in the area <br />must be submitted. <br />A map showing migratory routes, winter ranges, monitoring stations, <br />and mitigation facilities must be provided. <br />It is stated that a golden eagle nests in the area. The nest site <br />and feeding areas must be identified in relation to the proposed mine <br />facilities. <br />Reports included by Fowler (Environmental Scientist) and Alexander <br />(USFS) are contradictory with regard to description of habitat. One <br />report characterized the permit area as mountain shrub (oakbrush and <br />service-berry) while the other describes the area as semi-desert <br />(yucca, grams, cactus, etc.) with an overstory of pinyon-juniper. <br />This discrepancy needs to be clarified. <br />One report and a letter from the Colorado Division of Wildlife <br />classifies the area a critical elk and mule deer winter range, while <br />another letter states that the permit area is not classed as key <br />winter game range. These statements must be clarified. <br />The Division of Wildlife fisheries study (Exhibit R) was not included <br />in the Mine Plan and should be submitted. <br />Provide a statement as to how the fish and wildlife plan will minimize <br />disturbances and adverse impacts on fish and wildlife and related en- <br />vironmental factors. Include a discussion of the adequacy of the re- <br />vegetation plan with respect to providing habitat and palatable food <br />resources for wildlife. <br />If an active golden eagle and/or bald eagle nest is likely to be <br />impacted by the proposed mining activity, then impact control measures <br />should be identified to protect the nesting activity. <br />If the permit area is within critical elk and mule deer range, then <br />impact control measures should be discussed and employed to limit re- <br />lated impacts. <br />Maps and Plans <br />Provide elevations and locations of required water quality and quantity, <br />fish and wildlife, and air quality monitoring stations. <br />Locations of proposed water wells and depths must be submitted. <br />
