{•" . <br />u <br />Four <br />• <br />A vegetation map must be provided immediately. The map should adequately <br />indicate vegetation prior to mining. Baseline vegetation data for cover, <br />producitivity, and shrub density must also be submitted. <br />Irrigation is alluded to "if needed" but no details and schedule for <br />the irrigation system are included. Pest control and disease control <br />measures are not addressed. <br />Introduced species are included in the plan. A justification for <br />the use of introduced species is required. The exclusive use of crested <br />wheatgrass for topsoil stockpiles must also be explained, since problems <br />with the competitiveness of this species might arise. The scientific <br />names of the species and subspecies to be used in the seed mixtures <br />should be provided. The statement regarding the absence of any threatened <br />or endangered vegetative species in the permit area needs to be be sub- <br />stantiated. Seed mixtures should be more specifically correlated to <br />the acreage of disturbed areas. Of the three seed mixtures proposed, <br />the latter two mixtures have low seeding rates which might result in <br />difficulties in establishing the vegetation. The seeding rate for <br />American Vetch needs to be clarified (i.e., one or two lbs PLS/acre?). <br />Seeding rates for each shrub species should be specified. Seeding rates, <br />use of introduced and native species, and species adaptability to soil <br />textures, quantity, quality, and toxic materials in the soil need to be <br />considered in relation to the success of establishing revegetation. The <br />applicant also needs to substantiate that revegetation success is feasible <br />with a topsoil depth of four inches, as opposed to six inches or greater. <br />The measures proposed to be used to determine the success of revegetation <br />as required in 30 CFR 817.116 must be identified and discussed. <br />R discussion of the methods and machinery used for scarifying resoiled <br />areas for seed bed preparation needs to be provided. <br />R time table indicating the projected dates which coincide with a planting <br />date is partially provided, but an identification of the season for pre- <br />paration and planting should be made. The "best" season of planting was <br />identified in the first mine plan but not committed to. Such planting <br />dates are available from the SCS. Section 817.13 requires the first normal <br />planting period. Spring planting could be completed if erosion control <br />requirements dictated such a planting time. <br />More information should be submitted for the following items in this <br />paragraph. No planting methods are stated. Fertilization methods, if <br />used, are not discussed. No indication of how much mulch, how and at <br />what rates it will be applied, or how it will be anchored is provided. <br />Fish and Wildlife Resources Information <br />There is additional information available from the Division of Wildlife <br />that will help provide a more accurate description of the fish and wild- <br />life Yesources in the mine area.
