This pit <br />`~ ~' ~3-yrwill be provided with an impermeable liner and waste will be com- <br />"~' ~ patted and covered to protect the hydrologic resource. It is <br />~~ d ~~ <br />~ unclear, however, if this specially-designated area is to be used <br />j for disposal of coal and non-coal processing wastes. Despite the <br />~ 3 -~ <br />~~ ~~ ' ~ applicant's statement that no coal processing wastes are gener- <br />y ~ ated, it is conceivable that small articles and fines could <br />~~ ~ -~ accumulate and require disposal. The following stipulation <br />`~ ~ 3 ~'-should therefore be implemented: <br />The applicant shall provide a plan to the regulatory author- <br />ity for disposal of both coal and non-coal processing wastes <br />~ ~ ~ within 30 days after the permit is issued. <br />~ Permanent and Temporary Cessation of Operations <br />~~ ~ ~ <br />~~~ No plan for either permanent or temporary cessation of oper- <br />ations has been provided in the permit application. Such a plan <br />v is required in accordance with Sections 4.30.1 and 2 of the <br />j~ Colorado Permanent Regulatory Program. The applicant should <br />~a indicate that, in the event of a permanent cessation of opera- <br />,~., tions, all requirements for reclamation will be fulfilled, <br />~iS' including revegetation, and removal of all structures, facilities <br />~ ~~~ <br />-66- <br />}~ <br />
