The applicant ~St increase the size of the 30-inch and two <br />18-inch culverts to b~4jl=inches and 24-inches respectively, or jus- <br />tify the smaller culverts with complete design calculations and <br />drawings using an acceptable engineering methodology. The extent <br />of ponding and potential for overtopping the road must be <br />addressed in particular. <br />21. To insure that the postmining ground water quality will be <br />acce table, especially in the Upper Sandy Member of the Pierre <br />Format•on, the applicant must submit a plan for special handling <br />of spoil material containing abnormally high sodium levels. The <br />plan shoul if necessary, include methodologies, location(s) of <br />stockpiles, a a supporting narrative (with appropriate maps) <br />explaining the p posed operations. An alternative to this plan <br />is to quantify pot tial impacts of -the high-sodium spoils on <br />postmining ground wat quality,-'i.e. prediction of postmining <br />levels of sodium, TDS, nd any other related, 'pertinent water <br />quality variables (ref~~er-en Kerr Coal Company's Marr Strip <br />operation). Methodo•Yogy(s), sumptions, relevant data, conclu- <br />sions, and re.eo mm endations sho ld be included' in a detailed <br />narrati~t'hat will support the ap licant's contention that the <br />ah.dnl'ing and placement of high sodium poils will not be a prob- <br />lem with respect to postmining ground wate.C quality. <br />22. The applicant shall commit to replacing the supply of water <br />~/ to the Kerr Well should mining activities at the Canadian Strip <br />\y' Mine impact the ground water quality or quantity of the well. <br />23. Although the applicant has committed to monitor certain <br />r„ variables, the list presented in the mine plan is incomplete. <br />~ /l The applicant shall commit to monitor all of those water quality <br />variables set forth as necessary by the Colorado MLRD guide- <br />lines. For those variables not monitored during baseline condi- <br />tions, a data base of one year of record shall be established, <br />with sampling performed at the frequency required,by the Colorado <br />MLRD. <br />-16- <br />
