The applicant will move and work topsoil only when soil <br />KJy moisture is well below field capacity. <br />\ 26. The applicant must submit for approval by the regulatory <br />authority a schedule for topsoil stripping showing the amount of <br />~~ topsoil to be removed ahead of mining. The applicant must estimate reclamation costs for the MRP. <br />~~ The estimate must be based on conditions proposed in the MRP, and <br />all supporting details and assumptions must be shown. <br />n 28. Within 90 days of permit issuance, the applicant must submit <br />` a plan for soil testing. The plan should include sampling of <br />different depths of soil and different topographic locations. <br />,1~CJ 29. The applicant must provide a plan for monitoring revegeta- <br />`S~ ~ tion success. The plan must be submitted within 90 days of per- <br />~\00\ mit issuance for approvial by the regulatory authority. <br />30. Within 90 days of permit issuance, the applicant must submit <br />~~ a plan for revegetated area and reference area postmining grazing <br />+~ management and the methodology that will be used to determine <br />~\ <br />when vegetation is adequately established to withstand grazing. <br />~~ 31.
