They will change it to a class D operator <br />(no experience necessary-you'll have to take a test, <br />however) but you'II have to request it in writing. <br />8) An explanation of how regrading shall be done must be in- <br />cluded in the permit application. Regulations require <br />that regrading must be done along the contour. If there <br />will be a variance from this, explain the reasons in the <br />application and specify the areas where regrading will <br />be done differently. <br />9) The entire refuse area must be explicitly portrayed on <br />the maps. Describe material to be deposited, stability <br />criteria (proctor density, etc.), and reclamation. <br />IO) We discussed the need for berms as suggested by the SCS <br />and decided that the staff would rather not have berms <br />along the recontoured slopes. Zf the slopes are <br />excessively steep or of a very long run, we would prefer <br />furrows, as discussed. I will study the Crand Mesa <br />reclamation plan and see if there is need of furrows. Zf <br />so, Z will contact you in the future. <br />11) The area over the coal to be mined does not have to <br />be permitted until our final program is approved. <br />(At this time it would be advisable to read the permanent <br />program and decifer what is necessary to permit the <br />overlying surface area. Zf the area is to be bonded it <br />will be decided after a subsidence survey is completed <br />by the operator.) For now, however, only surface <br />disturbed Lands must be permitted. <br />12) The volume of the coal slack must be estimated and <br />submitted. This is important as we need it for final <br />reclamation plans. Describe what will be done with the <br />coal slack for reclamation. <br />13) The inclusion of Basin Wildrye is to remain in the seed <br />mixture. Zf it is unavailable this spring when you be- <br />gin reseeding, Russian Wildrye may be substituted, with prior <br />notification and approval by the Division. <br />14) Runoff must be computed and submitted for the Zoadout area, <br />as we1Z as a design plan for the sediment pond we discussed. <br />A small azea exemption must be requested in writing for the <br />loadout sediment pond, since it is to be a full containment <br />pond. <br />15) The person to contact at the CSU lab is Mr. Parvis Soltenpour. <br />He can answer most questions you may have.
